Special Exposure Cohort (SEC)

The SEC was established by The Act and allows eligible claims to be compensated without the completion of a radiation dose reconstruction or determination of the probability of causation. To qualify for compensation under the SEC, a covered employee must have at least one of 22 "specified cancers" and worked for a specified period of time at one of the SEC work sites.

In addition to establishing the SEC, Congress allowed for additional classes of employees to be added to the SEC under certain circumstances. The responsibility for adding classes of employees to the SEC was assigned to the Secretary of Health and Human Services (HHS). HHS used rulemaking procedures, which included the opportunity for the public to provide comments, to establish procedures for HHS to make decisions on whether to add classes of employees to the SEC. DCAS is responsible for collecting and evaluating petitions for the Secretary of HHS' consideration when determining whether or not to add groups of employees to the SEC.

Dose Reconstruction Program Video

NIOSH has developed a 15 minute video to educate energy workers, their survivors, and authorized representatives about dose reconstruction and the overall dose reconstruction program. It provides answers to the most frequently asked questions that NIOSH receives from its claimants, as well as general information about the NIOSH claims process.

The video is intended to provide a basic understanding of this complex, scientific program to those who have a claim undergoing dose reconstruction. After watching the video, NIOSH hopes the audience has a better understanding of dose reconstruction and the dose reconstruction process, and recognizes that the NIOSH dose reconstruction program is grounded in sound, scientific methods that give the benefit of the doubt to the worker whenever possible.

This document provides a brief overview of the process a claim goes through once it is filed with the Department of Labor under Part B of EEOICPA. NIOSH has identified 16 key steps in this process.

    The July 2008 edition of the Health Physics: The Radiation Safety Journal is devoted to an in-depth examination of the science behind the NIOSH Radiation Dose Reconstruction Program. The Journal features 15 papers which highlight different aspects of the NIOSH dose reconstruction program.

From Lou Doll...The Building Trades Medical Screening Program

If you worked at the Department of Energy’s General Electric Evendale, OH site (aka Air Force Plant 36) between 1961 and 1994, then you may be eligible for a FREE medical screening program to determine if your health was affected by your work.

The Building Trades Medical Screening Program has served thousands of DOE construction workers to detect work-related health problems and has made it possible for many workers to file a claim with the Department of Labor under the EEOICPA, an act that compensates former DOE workers with a covered illness.

Accessing Medical and Exposure Records
Employees may access their medical records by calling the Medical Department at 243-3950. Employees may also access the results of chemical or physical agent sampling in the workplace by calling Industrial Hygiene at 243-7254.
